Bill Scaggs is President-emeritus of Meridian Community College. Bill retired from MCC in 1998 after enjoying 33 years as CEO. Currently he serves as Executive-Director of the Rural Community College Alliance (RCCA), a national membership organization; and as Senior Fellow at the MidSouth Partnership for Rural Community Colleges, a collaboration of Alcorn State University, Mississippi State University, and rural community colleges.

Bill and Sally live in Meridian, Mississippi sharing residence with Frankie, a blue-eyed come-up cat of distinction. Frankie is a pre-eminent authority on rural life and sense of place.
